Mrs. Blackwell, a Vienna resident originally from Arcola, spent her early life in Arlington and Oakton and worked as a seamstress, school bus driver, and employment services operator. She was active in numerous organizations including the NAACP, Friends of the Library, and co-founded groups like the National Council of Negro Women and Black Women United for Action in Fairfax County. Notably, she organized Fairfax’s first African American Girl Scout troop and first integrated Brownie troop, served as a Girl Scouts council director, and led the creation of a black history quilt displayed in Fairfax.

A dedicated civil rights activist, Mrs. Blackwell (who died at 85 in Fairfax Hospital) successfully sued to end segregation in Virginia's public accommodations. In 1959, she and her son Lawrence helped integrate Fairfax schools through legal action, and she regularly picketed businesses that barred black customers. Her 1963 federal lawsuit with another woman led to the overturning of Virginia’s segregated seating laws in movie theaters.
